PROPOSED HIGHER STATUS. COMMISSIONER IN PARIS. Australian Press Association—United Servico (Recieved August 10, 5.5 p.m.) OTTAWA, Aug. 15. Dr. Phillippe Roy, who has been Canadian Commissioner in Paris for the past 18 years, has been recommended by tho Dominion Government to the King as Canadian Minister Plenipotentiary to Paris. The Prime Minister of Canada, Mr. W. L. Mackenzie King, intimated in the Dominion House of Commons on May 29 that Dr. Roy would probably be the first Canadian Minister to France. Dr. Roy was born in 1868. He was at Laval University, Quebec, and studied medicine in Canada and Paris. He practised as a doctor, and also as a journalist. From 1906 (o 1911 he was a member of the Senate for Edmonton, and was then appointed Commissioner in Paris.
