SINISTER MOVEMENT. PLANS FOR A REVOLT. PARTY CONGRESS SUMMONED. By Telegraph—Pvess Association—Copyright. United Service. BERLIN, April 8. According to the Vossische Zeitung, the National Peasants' Party in Rumania has planned a revolt against the Government and threatens to proclaim an independent Government at Karlstadt. The leader of the party, M. Maniu, has summoned the members to a congress and it is expected that 300,000 peasants will send delegates and that the resignation of the Prime Minister. M. Bratiano, will be demanded. The paper says the Rumanian Government fears to forbid the congress, because it would be necessary to use the army, which refuses to be -employed for political purposes.
