The Portland Club, which is to card games what the Royal and Ancient Golf Club is to golf, or the M.C.C.' to cricket, recently asked the opinion of leading clubs and other authorities on certain proposed alterations and additions to the rules, especially regarding the method of declaring and the value of tricks and honours.
