COLONIAL EXPLOITATION. PROPOSAL MADE TO BERLIN. Sun> BERLIN, Feb. 13. The Berlin correspondent of the Daily Mail says M. Le Mery, a former French Minister, made a remarkable statement to the newspaper Tagliche Rundschau about negotiations he is conducting in Berlin with a view to gaining German co-opera-tion in the exploitation of French colonies, H« describes a plan to form several companies which will employ equal proportions of French and German capital in French Guinea, the Ivory Coast, equatorial Africa and Senegal. M. Le Mery says the Quai D'Orsay has approved the plan.
