The diplomatic correspondent of the Daily Telegraph says he understands that the speech made by Herr Stresemann, German Foreign Minister, in which he criticised the policy of France in the Rhine'.and, was really inspired by the discovery of Dr. Wirth, former Chancellor, on the latter's recent visit to Paris, that M. Paul Boncour, a former delegate to the League, and practically all the French Radicals and moderate Socialists, advocate that any evacuation from the Rhineland earlier than the dates provided in the Treaty of Versailles should be conditional on Germany's acceptance of a permanent international commission of control for the area thus demilitarised. • , Dr. Wirth, upon returning to Berlin, immediately acquainted Herr Stresemann of the position. The latter, after a consultation with the present Chancellor, Dr. Marx, and others, decided noi to lose a moment in making clear to France and the world that Germany would never countenance the permanent foreign supervision of the Rhineland. The correspondent _savs it is his opinion that Germany might be willing, however, to agree to substitute such supervision for military occupation up to the dates mentioned in the treaty.
