LONDON, Nov. 1. Telegrams from Bucharest, the capital of Rumania, indicate the existence of a state of turmoil there. The Government at each step in its investigations is said to have found evidence incriminating an increasing number of army officers for plotting against the Prime Minister, M. Bratiano, and other political leaders. A message received from Vienna yesterday' stated that unconfirmed reports had been received from Buda Pest to the effect that a revolution had broken out in Rumania against M. Bratiano's dictatorship.
