CONTESTS IN BRITAIN. SURPLUS OF CANDIDATES. By Telegraph—Press Association—Copyright (British Official Wireless.) (Received November 1, 6.51 p.m.) A. and N.Z. RUGBY. Oct. 31. Municipal elections will take place in all the cities and boroughs of England and Wales to-morrow except in the metropolitan area. Although the political character of the contests is less important than at the Parliamentary elections, most of them are conducted on party lines. In addition to the seats which have been filled without opposition, there are altogether 748 vacancies. The candidates who will go to the poll are: Labour, 683; Conservatives, 466; Independents, 228; Liberals. 219.
