OUTRAGES AND LOOTING. NONE TO CONTROL THEM. A. and N.Z. SHANGHAI, Oct. 25. Bandits have taken advantage of the preoccupation of the military in com bating the menace raised hy the advance of the Nanking army on Hankow The former are swarming in the Yangtse gorges and are attacking \he principal trading centres. The authorities at lchang. Chungking nnd Wanhsien are powerless to prevent the outrages in those cities. Vessels n. the vicinity have been wantonly 'ooted The military have been appealed to with out result. Soldiers have commandeered steamers, irrespective of their nationality, for the transportation of reinforcements to issist in repelling the advance of the Nanking forces
