EMPEROR HOLDS REVIEW, LARGEST FLEET IN HISTORY. A. and N.Z. TOKIO, Oct. 9, The Emperor, at the close of the autumn manoeuvres, reviewed the largest navy that has been assembled in the history of Japan. The review was the most important that has been held for a decade, and was viewed by fully 1,000,000 people.
