TRANSIT CONFERENCE.
RUSSIANS NOT TO ATTEND. DELEGATION FROM TURKEY. (Received August 16. 5.5 p.m.) Times. LONDON. Aug 15. The Geneva correspondent of the Times says the Soviet now announces it will not send representatives to attend the Transit Conference to he held under the auspices of the League of Nations on August 23. Turkey will send delegates to the conference.
