SURPLUS POPULATION.
DISCUSSION OF REMEDIES.

The delegates to the conference of the Institute of Pacific Relations were addressed at to-day's sitting by Dr. Elliot Mears, Professor of International Trade at Stanford University. The speaker said Japan's problem of over-population was international in its scope. He urged that aid should bo given to her in solving her problems. A strong nation made the best customer, said Dr. Mears. One way ,of helping Japan would bo to increase her trade by lowering the American tariff. That would stimulate industry in Japan and increase employment there. Dr. Shiroshi Nasu, of the Tokio Imperial University, said Japan had reached the saturation point of population. Unemployment was chronic. The Japanese delegate suggested as remedies for this state of affairsj birth control, reorganisation and expansion of the economic system and emigration.
