VOIKOFF'S ASSASSIN.
SENTENCE EXPLAINED. - STATEMENT BY TRIBUNAL. A. and N.Z.-Sun. WARSAW, June 19. An explanation of the sentence of 15 years' penal servitude passed upon tho youth Kowerda, who shot tho Soviet representative Voikoff at Warsaw, has been issued by the tribunal which tried him. Tho statement says:— Tho imposition of tho death penalty is only proper when crime threatens to become epidemic. Kowerda's crime raised no such fears. Therefore a sentence of imprisonment for life was sufficient, but the extenuating circumstances of his youth and high moral character, and the fact that Kowerda may ultimately become a useful member of society, rendered 15 years' imprisomnesnt sufficient.
