PACIFIC RELATIONS.
NEXT MONTH'S CONFERENCE. NEW ZEALAND DELEGATION. PAPERS ON VARIED SUBJECTS, New Zealand is to be strongly represented at the second conference of the Institute of Pacific Relations to be held at Honolulu from July 15 to July 29. The Dominion's delegation will comprise Dr. P. H. Buck, who will remain at Honolulu to carry on Polynesian research work at the Bishop Museum; Mr. W. Nash, secretary of the New Zealand Labour Party; Mr. J. E. Strachan, headmaster of the Rangiora Boys" High School: and Mr. W. H. Cocker, barrister, of Auckland. The delegation will sail from Auckland on July 5 by the Aorangi, which will also take the Australian delegation. The Institute of Pacific Relations is virtually a research body and was set up with the primary object of gathering information concerning conditions in the various countries bordering the Pacific, with a view to solving the many common problems. Professor J. B. Condliffe, formerly of Canterbury College, is now director of the research department. Branches of the institute have been formed in the different countries and recently one was set up in New Zealand, with Sir James Allen as president. The coming conference is considered one of great importance. Representatives will be present from China, Japan, the United States, Canada, and the United Kingdom. This is the first time that Great Britain has been represented and her interest in the institute is considered of special significance. Members of the New Zealand delegation will read papers on different subjects. Dr. Buck will present papers on questions of population, including the investigation of racial characteristics and the assimilation of alien races. The latter paper will deal particularly with the condition of Orientals in Englishspeaking countries and the question whether the mingling of Orientals and people of the Anglo-Saxon race is desirable. Mr. Cocker will deal with problems from the point of view of law. He will speak on the present immigration laws and their workings; the laws and customs affecting resident aliens in the Dominion; and the administration of justice and its bearing on political progress and experimentation. Mr. Strachan will deal with education questions with particular reference to education and international and inter-racial relations Mr. Nash will speak on labour problems with particular reference to the human resources of the Dominion, the industrialism of the Orient, and the influence of finance and commerce on Pacific relations.
