THREE ENVOYS MEET.
WELCOME TO CANADIAN. GATHERING AT WASHINGTON. (Received Feb. 16, 5.40 p.m.) A. and N.Z. WASHINGTON. Feb. 15. With the arrival in Washington of Mr. Vincent Massey, the New Canadian Minister to the United States, three permanent envoys from the British Commonwealth met here for the first time in history. The British Ambassador, Sir Esme Howard, and the Irish Free State Minister, Mr. Timothy A. Smiddy, greeted Mr. Massey when he arrived from Ottawa. The members of the stairs of the British Embassy and the Irish Free State Legation comprised a welcoming delegation. Mr. Massev will present his credentials to the Secretary of State, Mr. 1*- B. Kellogg, to-morrow and will be formally received by the President, Mr. Caivru Coolidge, on Friday.
