CITY FOLK UNSUITABLE.

The Earl of Clarendon, formerly Und-.r Secretary for the Dominions, speaking at the Educational Association's Conference, referred to the slowness of migration to the Dominions.
Though migration is increasing, Earl Clarendon said he did not believe that liny mass movement was possible. The crowding of people into cities in Britain rendered them unsuited for agricultural pursuits. Education in the meaning of the Empire, and its purpose as regarded the welfare of the world, might afford a solution cf the problem. A great Empire-wide campaign in this direction should be inaugurated, with a view to reviving the desire for a country life in youthful minds.
