CONDITION VARIES SLIGHTLY. A. and N.Z. TOKIO. Dec. SO. Detailed bulletins regarding the condition of the Emperor, who has been seriously ill for some time, continue to be issued six or eight times a day by the household department. The bulletins show a slightly varying condition during the last 24 hours. At a meeting of the Cabinet it was decided to postpone the submission of the Budget to the leaders of the Opposition.
