GOOD PROGRESS'EXPECTED. OPTIMISM AT ADMIRALTY. A. and N.Z. LONDON, Nov. 18. Tlie Admiralty is hopeful that, after the Imperial Conference, the Singapore base scheme will proceed without interruption. It ib confident of the co-operation with Britain ol Hongkong, Malaya, Australia and Mew Zealand. It is predicted that the total estimated cost of £12,000.000 will largely be expended within two years on works including graving docks and the floating dock. The latter will be the largest in the world. It will probably be towed to Singapore in three sections.
