LONDON. Aug. 10. patches from Berlin stato that in view of reports as to tho critical situation in Russia, significance is attached to an official intimation from Moscow that the Usual annual Soviet Congress will not he held this year, but has been postponed until the spring- of 1927. A messago from Riga states that official denials of widespread revolts in Russia have been issued from Moscow. In spite of these, however, travellers from Moscow report that decided excitement and uneasiness exists in Kremlin circles owing to disorders in the Red Army. These arc ciiio to the dismissal of from tho post of Deputy-Com-missar of War, and to the expulsion from the Communist Party simultaneously of Zinovieff. Lashevich and Trotzky are close friends and both are most popular in the army. Therefore Stalin and his followers cannot, act rigorously. Hence the atmosphere is electrical. The friends of Stalin criticise him lor failing to come to terms with the opposition. This is the reason for the postponement from this autumn until next spring of the Congress of Soviet Republics. The Soviet elections have also been postponed owing to the fear of an absolute party split. The Tass Agency, a semi-official news distributing organisation in Moscow, has issued a statement to the effect that the rumours of revolts are being spread by in terests hostile to Russia. These are alleged to be acting under instructions from States which have a special interest in diverting international attention and opinion from their own plans.
