GOVERNOR'S POWERS.
LEGISLATIVE COUNCILLORS. NEW SOUTH WALES DISPUTE. LONDON, July 21. It is stated that the principal matter discussed in the several interviews of thp New South Wales Attorney-General, Mr McTiernan, with the Secretary of State for the Dominions, Mr. L. S. Amery. was the meaning of the Dominions Office's cablegram to the Governor, Sir Dudley de Chair, informing him that the dispute regarding the appointment of Legislative Councillors should be settled between himself and his Ministers. Messrs. Amery and McTiernan exhaustively discussed the question whether Sir Dudlev correctly interpreted the cablegram. Mr. McTiernan was not inclined to reveal the result of the. conferences, saying it was his duty first to report to the Cabinet,' but it is understood that the discussions were confined to the constitutional issue, and that the question of the recall of the Governor was not involved. Mr. McTiernan has received a communication from Mr. Amery, clarifying the meaning that the Dominions Office intended to convey in the famous telegram and clearing up a number of points on which there was misconception. That, telegram will form one of the most important constitutional statements of recent jears. There are said to be grounds for believing that it upholds Sir Dudley de Chair's action. It is stated that the Dominions Officp was impressed by Mr.. McTiernan's able presentation of his case, the officials being very interested to meet one of the Empire's youngest Ministers, representing the new school of Labour members, educated at universities.
