REORGANISATION SCHEME. PARIS, April 28. The army reorganisation scheme put forward by the new French Minister of War, M. Painlevo, will reduce the period of service ivith the colours to one year, and will separate the home army and the foreign service troops. The latter will total 97,000 whites and 180,000 natives.
