LICENSING OF VEHICLES.
" UNREASONABLE CHARGE." RIGHTS OF CITY COUNCIL. The defence that the city by-law relating to the licensing of vehicles was void and unreasonable was submitted in a cfi.se in the Police Court yesterday when Jo'lm Lewis Gunning (Mr. E. T. Field), was charged with failing to take out an omnibus license. Defendant pleaded not guilty. Counsel submitted that although the City Council had the right to levy heavy 1 traffic license fees, it had no right to impose further charges. Mr. George Hogan, chief traffic inspector, who prosecuted, submitted that the bus license was not a charge, but merely a payment for the examination and passing of vehicles. f The magistrate, Mr. Poynton, intimated that he would look into the matter and reserved his decision.
