COLLECTION DRIVE OPENED. MINISTER GOING TO LONDON. lieulcr. PARIS, April 0. After a meeting of tho Cabinet the Minister of Finance, M. Perot, said ho would not go to London in connection with the war debt negotiations before the end of next week. It. is believed that ho >s awaiting certain information from Washington in regard to the negotiations which aro at present proceeding with the United States Treasury. The National Committee which is to organise a debts payment drive has appointed Marslial Joffro its president. Lists have already been opened with donations of 50,000 francs from tho President, M. Doumcrgue, and 10,000 francs from M Perot.
