A DISPUTED ISLAND. SOVIET FORCE WITHDRAWN. (Received 5.5 p.m.) Sun. DELHI. March 11. News has been received to the effect that tho Russian troops have now vacated the Island of Oxus, Afghanistan, which two battalions of Afghan infantry have occupied. By this action a dispute between Afghanistan and Russia, which at one time hung over those countries as a warcloud, is in a fair way to being settled amicably.
