NEW METHOD OF ARREST. BERLIN. Dec. "20. An electrician named Lollert has invented an apparatus to enable a policeman to arrest a criminal with a mere touch of the finger, by which tho evildoer would be rendered unconscious. It consists of a battery induction-coil, the very powerful current from which is transmitted by hidden wires to the policeman's hand. lhe Government is negotiating for tho purchase.
