A CONCILIATORY PLAN. SHIPBUILDERS AND ENGINEERS. Sun. LONDON. Dec. 22. The Federation of the Shipbuilding and Engineering Trades is taking a ballot of its members during the holidays to decide whether to accept tho joint committee's draft agreement. It is recommended by tho committee that tho agreement should remain in operation' for three years and be terminable at six months' notice by either side. It is designed to establish machinery for prompt conciliation iu tho event of disputes and to avoid strikes.
