FROST-BITES AND ARMISTICE. PHONE MESSAGE TO ENEMY. Renter. PEKING, Dec. 20. As frost-bite was causing much suffering among the rival armies outside Mukden, General Kuo. the brigade commander of Kuo Sung-lin's advance guard, telephoned to General Wu, brigade commander of the Mukden army, suggesting an arnistice. whereupon, according to the report, the latter immediately agreed. Official advices indicate that the operations are being suspended owing to the extreme cold, but they do not confirm the report regarding armistice negotiations.
