The Geneva correspondent of the Morning Post says a settlement of the Mosul dispute has been brought infinitely eloser as a result of a conference between officials of the League of Nations and the British and Turkish delegates. Tewfik Bey has gone to Paris to consult Pethy Bey, who is responsible for an assurance that Turkey will accept the decision of the Council of the League. The League is now contemplating making a majority recommendation, if not- a unanimous recommendation, which should form the basis of subsequent negotiations between Britain and Turkey. This is regarded as the only manner in which an actual arbitral award can be removed from the League's jurisdiction without endangering the prestige of the League. The British attitude is explained in a lengthy statement from British quarters. This states that the British Government is anxious for an amicable settlement, but there can bo no starting point for any discussion until the League has settled the question whether Irak is entitled to retain the territory which has always been hers since that territory was constituted as a State, or whether the Turkish demand for a complete reversal of the post-war settlement should be maintained. As soon as the Council's decision has been given it will be possible to discuss any adjustments which might make that decision mutually more acceptable. Turkey's view, as expounded by Tewfik Bey at Geneva, and Ismet Pasha in the Angora Assembly, is that the Council of the League has so far not attempted mediation and that no proposal has been made which furnishes a basis of understanding.
