It is reported that Sir Austen Chamberlain, Secretary of State for Foreign j Affairs, through the mediation of M. j Briand, Premier of France, will meet M. j Tchitcherin, Soviet Foreign Minister, in j Vienna, at Christmas. The Daily News' says M. Tchitcherin recently intimated a desire to Keek a rapprochement wilh Western Europe. He bad hoped for an invitation to London, but in vain.. The Observer says Britain's relations ! with Russia and Turkey constitute the jrjiain barrier to European disarmament if j Britain alone refrains from resuming re-j lations with Russia. A quiet talk between j Fir Austen Chamberlain and M. Tclnt- j i herin might work wonders. Britain's ! foreign policy will best achieve Imperial , security if it never makes an enemy where it can keep a friend.
