[BY TELEGRAPH. —OWN CORRESPONDENT.] WHANGAREI, Saturday. Whangarei is not a big borough but month by month the increase in building indicates the steady progress of the town. Last month permits to an estimated value of £12,644 were issued. They covered 13 new dwellings, an extension to tho Whangarei Engineering Co.'s workshops in Walton Street, and additions to three other buildings
