A. and N.Z. CAPETOWN. Oct. 23. The National Congress was held in camera. The Prime Minister, General Hertzog, dealt with tho native question. It is understood he advocated that seven Europeans should represent the natives in Parliament, and announced intention of extending tho Capo colour and non-native franchise to the rest of the South African Union.
These proposals are very unpalatable both to the Orange Free State and tho Transvaal,
The Minister for Finance, Mr. N. C. Havenga, dealt with the proposed State Bank, which he strongly deprecated.
