COMMANDER APPOINTED. VICE-ADMIRAL SIR R. "WEBB. Sun. LONDON. Oct. 23. Vice-Admiral Sir Richard Webb, who commanded the warship New Zealand in 1917-18, has 'been appointed to the command of the Royal Naval College at Greenwich. ANTWERP MUBDER. SHIP'S OFFICER CHARGED. lieuter. LONDON, Oct. 23. The first officer of the Melita, Towers, was charged at Southampton with the murder of Captain Clows at Antwerp. He was remanded for a week. Accused is 56 years old and is a m.tive of Bristol. The inquest concerning the death of Captain Clows was adjourned for a week after forma) evidence had been heard. The surgeon of the Melita said the captain had been shot while he was asleep.
