LOCAL BODIES POWERS.
SUPERVISION OF LOAMS, INTERFERENCE RESENTED. [BI TELEGRAPH. — OWN CORRESPONDENT. ] PA I* A KURA, Tuesday. r i'f;e suggestion by Use Prune Minister for the constitution of a board to supervise local body borrowing is disapproved by the Cbristehureh City Council, which is circularising other local bodies asking for their endorsement of this attitude, and. of a suggestion for the establishment of a board for the purpose of funding local bodies' loan mjuiremcnts with a view to the stabilisation and equalisation of interest- rates and charges upon loans. '.Hie circular sets out that the council views with apprehension any suggestion by the (lovernmcnt to interfere with or restrict the rights of the ratepayers of any local body in raising money for local purposes, the opinion of the council hieing that local requirements arc best known to the local bodies, and the final pronouncement in the matter should be made by the persons responsible for the loans. The circular was received at last night's meeting of the Papakura Town Board, and, it being agreed that it opened up a big question, it was decided to take a fortnight to consider it, the matter to be dealt with at the next ordinary meeting. The board endorsed a further circular protesting against an intimation from the deputy-chief inspector of explosives that it hail been decided to administer from Wellington regulations for the control of cinematograph machines and the storage of films, and generally against "the continual filching of local bodies' powers by Government regulations.
