R. Madden, chairman of the i Appropriations Committee of the House i of Representatives, in giving evidence | before the Aircraft Board. I Mr. Madden asserted that millions of j dollars, which had been appropriated in | the past few years for the development of j the services, had been squandered in a j purposeless, meaningless and endless exj perimentai orgy. 1 his period of experij meriting had, he said, been productive of ! very little, if any. advance toward a plan | that would be, acceptable to Congress. > The department's witnesses had attempted to shift the. blame on to Congress when they found themselves in difficulties j caused bv the unwise application oi the | money which had been placed at their ! disposal. j Mr. Madden said he would leave all | development experimental work with the j aircraft industry. He contended that ! this activity should be as free as possible ! from the restrictive "slow-down" tactics | of the general staff of the army and the j office in control of naval operations.
