COUNCIL AND MAYOR.
CHR! ST CHURCH DISSENSION. [BY TELEGRAPH. —OWN CORRESPONDENT.] C HRI STCHTj KCH, Tuesday. There is dissension in the Christchurch City Council on a point of procedure. It has arisen over the Mayor's custom of putting the orders of the day from the chair, these being adopted on his motion. This action, it is complained, deprives members from moving any resolution and thus exercising the right of reply. Last evening the dignity of the council vanished for a time. Whether the Rev. J. K. Archer was more provocative than the council or vice, versa, says a Christchurch paper, we are not prepared to say, but the Mayor was certainly in Mussolini mood, and at one stage the proceedings resembled a bear garden. There was a motion "that this council disagree with the Mayor's way of conducting business." Another that "as a protest against, the Mayor's method of conducting business the. council do now adjourn." A request also was made to the Mayor not to behave like a "Jack in the Box." Later, however, the offending member expressed regret for using this expression and harmonv \v,as temporarily restored.
