BRITAIN AND FRANCE. DISCUSSION BY MR. BALDWIN. A and N.Z. LONDON. Sept. 14. The Prime Minister, Mr. Stanley Baldwin, is returning to London. He has shortened his holiday at Aix-les-Bains by a week. Mr. Baldwin lunched with M. Briand, French Minister for Foreign Affairs, M. Caillaux, French Finance Minister, and other members of the French Cabinet today. It is understood that he will discuss the debts question with M. Caillaux, who leaves for the United States l tomorrow.
