RUSSIA'S OWN FAULT.

ATTITUDE OF BRITAIN. LONDON. Aug. 7. " Britain is anxious to trade with Russia, but the real obstacle is the Russian Government's methods in carrying on foreign trade," declared the UnderSecretary for Foreign Affairs, Mr. McNeill, in the House of Commons.- " The present Russian Government ara conspicuous defaulters, repudiating obligations," Mr. McNeill added. " While the position remains unchanged, it is unlikely that any nation will consent to do large trade with Russia, "If the Soviet chooses to approach Britain in a friendly spirit, mak.ng proposals for a resumption, Britain will carefully and sympathetically consider thorn. It would bo waste of time to approach the Soviet, inviting a rebuff."
