GERMANY AND THE PACT.
SCENES IN THE REICHSTAG. BERLIN'S REPLY TO FRANCE. HAGGLING OVER THE TERMS. EASTERN FRONTIER QUESTION. By Telesraph—Press Association—Copyright. (Received 5.5 p.m.) A. and N.Z.\- LONDON, July 5. A message from Berlin says that turbulent scenes occurred in the Reichstag in reference to the date for the debate on the security pact proposals. This was eventually left undecided. The Berlin evening newspapers assert that the German reply to France will state that the entrance of Germany into the League of Nations will depend on the conditions of such entry, also upon the non-allowance of tho right of passage by troops through Germany. Regarding Eastern arbitration treaties Germany is not willing to give up the few rights stipulated in the Treaty of Versailles which make an alteration of the Eastern frontiers eventually possible. It is hinted by the Daily Express that Germany's reply will contain a virtual rejection of France's counter-proposals. AMERICA'S PLEDGE. PRESERVING THE PEACE. SUPPORT FOR SECURITY PACTS. Reuter. NEW YORK, July 3. In concluding his Washington Day speech at Cambridge, Massachusetts, tho President, Mr. Calvin Coolidge, pledged America's moral support of security pacts to preserve the peace of Europe. He coupled the promise with a warning that on no other terms could America be expected to contribute to tha financial revival of the Old "World.
