FINAL SESSION OPENS. PROPOSED BILLS OUTLINED. LORD FORSTER SAYS FAREWELL; TRIBUTE PAID TO MR. MASSEY. By Telesraph—Press Association —Copyright. (Keceived. 12.25 a.m.) A. and N.Z. MELBOURNE. June 10. The final session of the Federal Parliament was opened to-day by the GovernorGeneral, Lord Forster, with full ceremonial. In his speech Lord Forster said the Government intended to legislate to restrict the influx of aliens. In connection with civil aviation the Government was taking steps to extend the existing services. A measure would be submitted for the appointment of a North Australia commission to solve the problem of the more effective occupation of the northern parts of the .Commonwealth, and their full development. The Government,, had in view the ultimate establishment of a new State or States in the north on a self-governing basis. A bill would be submitted with tho object of diminishing the conflict between Federal and the State Arbitration jurisdiction and of securing, the obser- , vauce of awards of the Courts and increasing the efficiency of the machinery for the settlement of industrial disputes. Other measures would be introduced for the removal of anomalies and defects which the administration of the Aus- ! tralian Industries Preservation Act had revealed; also to give assistance in the direction of assuring tho regular and orderly marketing of produce and im- ! proving tho process of distribution. Proposals arising out of the investigations of tho Tariff Board regarding tho | effect of the existing tariff on primary and secondary industries would also bo submitted. ' The Governor-General took tho opportunity of bidding farewell to the pcoplo of Australia. Ho said his term of office expired in October. Alter the formal proceedings in tho House of Representatives, the Prime ! Minister, Mr. S. M. Bruce, moved a motion expressing regret at the death of Mr. Massey, and paying a fine tribute to the dead> statesman.
