FORMING A CABINET. M. MAX FAILS IN TASK. (Received 5.5 p.m.) Reuter. BRUSSELS. May 29. M. Max has abandoned his attempts to form a Ministry. M.* Kenzoadachi is to replace SI. Inukai. The Belgian Government formed by M. Vandevyvere Was on May 23 defeated by 68 votes to 73. There wore seven abstentions from voting. After their defeat in the Chamber of Deputies the Ministers met and forwarded their resignations to the King. The Liberal burgomaster, M. Max, who moved 'the vote of censure against the Vandevyvere Ministry, agreed to attempt to solve the crisis. He announced his intention of first examiiig the possibilities of forming ?>, Ministry irrespective of parties i.s a temporary measure.
