HEAVY-TRAFFIC LICENSES.
POSITION AT MOUNT EDEN. BOROUGH COUNCIL'S POWERS. The powers of the Mount Eden Borough Council with regard to the issue "of heavy-traffic licenses are detailed in a report prepared by the town clerk of that borough, Mr. S. Gray, which embodies a report from tho traffic inspector, Mr. H. Bransgrove. Iri replying to the statement of the situation as declared by the City Council the traffic 'nspector states that the Mount Eden Council is a licensing authority within tho provisions of the Motor Yehicles Act. The Borough Council it is stated may grant heavytraffic licenses and collect fees from motor-lorries garaged in the borough which have been purchased since April 1, 1825, and also may issue licenses to vehicles from other boroughs by consent of the local' authorities concerned. The heavy-traffic licenses issued by tho Mount Eden Council are operative. throughout Now Zealand and no other licensing authority may impose an additional fee. No licensos have been issued to motor-lorry owners who arc liable to pay fees to the Auckland City Council for vehicles owned prior to April 1. The Mount Eden Council, it is claimed, may also grant driving licenses to any qualified applicant irrespective of where he resides. The borough's traffic department claims to be fully competent to put applicant's for drivers' licenses through an efficient test and to exarciso the necessary supervision. It is added that tho traffic inspector lias had extensive experience as an* inspector of the London Metropolitan Police,
