POPULAR LOTTERIES.
Sir,— 4 good many people arc remarking on ,e number* of art-v»linions with large prizes which are seeking public support. The ball was set rolling by the Dunedin art union offering prizes of £IOOO, £SOO, and downward. Christchurch was next with much the same offer. Now comes Southland, with a first prize of £2OOO, outshining all the rest. In between have come several smaller lotteries—they are no less—offering quite substantial prizes. I have no' marked'objection to lotteries, but, I and others a:re curious to ascertain why this Minister for Internal Affairs has suddenly become so easy about j. granting permission for them. If we are \ going to havo lotteries on this scale, with tickets selling throughout the Dominion, why not havo. them under State management and so benefit the revenue ? That would certainly prevent the export to . Tasmania of the large sums which, at present leave these shores annually. - ITalp-a-Chown;
