U The Church Assembly will meet on February 9 to consider a, special committee's report on the amendment of the law relating to '.negligent- and incompetent incumbents who are allowed to pay a curate an inadequate stipend and pocket the remainder of their income without, doing anything in tha. parish. The report, directs attention to the fact that an,, inhibited incumbent may continue to receive a large proportion of the income of his benefice, although not resident in his parish. It recommends that three-quarters of the net income shall be paid to a curate taking over the duties where the incumbent is not resident, or incapable, or bankrupt.
