OUTLET FOR ITALY.
SURPLUS POPULATION. SOUTH RUSSIA SUGGESTED. Australian and N.Z. Cable Association. (Reed. 7.5 p.m.) LONDON. Jan. 2G The Rome correspondent of the Morning Post reports that Dr. Sessa, whom the Italian Chamber of Commerce appointed as its commissioner in Moscow, suggests that Russia would be the best outlet for Italy's surplus population. The Soviet is ready, he says, to concede long leases for thousands of acres of agricultural land to migrants. The Soviet also offers the latter furnished buildings, roads and water. Dr. Sessa states that the land is only awaiting the hands of workers. Not even capital is required. The climatic conditions of Southern Russia approximate that of Italy. Moreover, Italy would be able to import petrol, coal, iron and wood from Russia. These are at present very difficult to obtain from Anglo-Saxon and American countries owing to the position of foreign exchange.
