REPORT OF COMMISSION. ALL WELL ADMINISTERED. ■ i I■' - J (Received 5.5 p.m.) Renter. ROME. Dec. 11. The Council of the League of Nations to-day discussed M. Branding's report on the Mandates Commission. A resolution was adopted asking the British Government to explain its present negotiations with America in reference to mandates, and also the discussions, of the Imperial Conference regarding them. Mr. Austen Chamberlain, British Minister for Foreign. Affairs, said Britain must first obtain the permission of the Dominion Governments. The report stated that the Commission was concerned chiefly with Palestine, Syria, the British Cameroons, British Togoland, New Guinea, Nauru. Samoa, and the Japanese mandated islands. It added that these territories were all being administered in the spirit and letter of the League's covenant, and in accordance with the terms of the mandates.
