Australian and N.Z. Cable Association. (Reed. s.'> p.m.) MELBOURNE. Dec. 11. Membr-rs of a deputation which waited upon ilia Premier, Mr. J. Allan, said it was their ability to work, better than the average man and so earn more than the minimum rates, that kept many men out of employment. Mr. Allan in reply stated that the time had arrived when they '-.iust apply the quota system to countries outsido the Empire. They should be able to provide work .for those already in Australia before they brought immigrants toahe country?
