DOMINION'S DISTINCTION. Addressing tfie Bedford Rotary Club, Mr. Christopher Turnor mentioned that in 1907 of the total production output at the United Kingdom only 22 per cent, went to foreign countries, the . rest being retained and consumed in Imperial and Home markets. If people thought of the enormous number of unemployed in Britain, and of the number who were using only half their potential power, and then turned their thoughts to other parts of the Empire where men could produce more, the idea of redistribution of population would follow. This was a question which affected everyone, because if thej could send men to ■ New ' Zealand and enable them to become.the highest average producers of wealth in the Empire—for that was what New Zealanders were— those men would buy more from the Home Country in manufactured goods. The development of the Empire depended upon the people of the Empire, and upon whether they ■ were placed in the 'right parts and in the right way.
