BITTER DISAPPOINTMENT.

FEELING AMONG JAPANESE. (Received 8.5 p.m.) A. and N.Z.—Eeuter. TOKIO. April 18. The utmost surprise and bitter disappointment, rather than indignation, is expressed regarding the decision of the United States Congress as expressed in the passage of the Immigration Bill, containing the Japanese exclusion clause. Hope is still held that something will be possible before the legislation is placed on the Statute Book. Public bodies and publicists interested . in Japanese-Ameri-can relations are conferring with a view to appealing to similar organisations in the United States for an effort to remedy ; the situation. . - The suggestion that Japan will attempt to : retaliate is authoritatively declared to be without foundation, though it is expected that some sections will attempt to make capital out of the incident at tha coming elections. . 1 Viscount Kiyoura, the Japanese Prime Minister, confirms the statement that the Government has no present intention of recalling Baron Hanihara, the Ambassador to the United States. This announcement discredited the veiled hints of the Japanese partisan press. : • ,■' ' Prince Hirohito, the new Regent, has begun to take a lively interest in the exclusion situation. He has conferred at the Palace with the Lord Steward, Baron Chinda, and the Minister for Foreign Affairs, Baron ( Matsui. Each submitted a detailed report, Baron Chinda , 'Stating that he was hopeful of an amicable settlement of the question with the United States.
