WESTERN AUSTRALIA. STATEMENT OF POLICY. A', find N.Z. PERTH, April 19. The new Labour Premier of Western Australia, Mr. Philip Collier, in a policy speech, declared that he was in favour of immigration being limited only by absorptive capacity; land settlement stimulated by effective land value taxation; State-aided co-operative marketing; State banking and , insurance a Basic Wage Commission; a Fair Rents Court; and legislation to control rents. '.
