Advices from Turkestan, Russian Central Asia, indicate that the Russian control of the former independent republics of Khiva and Bokhara has been firmly secured. The two States referred to are now styled, the Khorezm (Khiva) and Bokhara Soviet Republics respective!v. They , are bound by treaties to the Russian Soviet. Tartar, Kirghiz; Daghestan. Gorsky, Turkestan, Crimean Republics. The remaining eight • republics are independent, and have been recognised as such by Moscow. They are Ukraine Khoresm (Khiva), Bokhara, Georgian, Armenian, Azerbaijan, White Russia, and Far Eastern Republic. Moreover, it is not settled whether th« Ukraine includes Bessarabia or not, or is thought by the Ukrainians themselves to include it. There seems to be no difficulty in assuming tlat the Rakovsky Note commits the seven allied Republics, whicl" have Ministers at Moscow, and which arc dependent financially on Moscow but the question whether the other eight are committed remains to be settled.
