His decision - was largely due to.the "shut-door" policy which excluded officers in his class from promotion to' the higher positions in the department * solely because they ? were not surveyors. He .considered that the authorities should take ;• > leaf out of ; the book of . the. business world, .where the • latest. recruit -to, the staff ;might, s with ambition - and capacity, 4 become the head of. .the firm. The closed door ] policy was \ undemocratic and un- ; necessary, and did not make for efficiency or ' economy in the Public ! Service. -
